3) During the period I was investigating smeter fires, I tried to obtain a Professional Engineer’s (PE) certification that smeters are safe. I was unable to find any statement from a PE. BC Hydro is not required to have a Professional Engineer certify its equipment and accepted ITRON’s own statement of safety. Neither had the ITRON smeter been certified by the CSA.

Some smeters were eventually certified by UL in the USA, but the review did not consider all aspects of the smeter. UL certified the very same models of smeters after they were found to have caused fires in Texas.

When I asked two PEs why none had certified the smeters to be safe, I was told that no PE could say that because they would risk losing their professional certification: smeters are NOT safe.
