2022- 02-09 Govt. commits to strengthening CEPA

1) An important webinar on Friday, Feb. 11 10:00 am PT, hosted by CELA, (Canadian Environmental Law Association) topic concerns the Canadian Environmental Protection Act and possible changes to it, including to ensure our right to live in a healthy environment.  Full details are below in Letters. Government of Canada delivers on commitment to strengthen the Canadian Environmental Protection Act, 1999 and recognizes a right to a healthy environment

“Today, the Government of Canada delivered on its commitment to amend the Canadian Environmental Protection Act, 1999 (CEPA) and recognized that Canadians have a right to a healthy environment.

The amendments will enable the Government to respond effectively to new science, which is pointing to harms that were unanticipated in the past and to enable the use of new tools and sources of information that are now available to assess those risks. ”


2) At least 40 of 49 satellites recently launched have crashed, or are expected to burn and crash, due to “space storms”. More space debris is expected due to an active solar sunspot cycle.

Geomagnetic Storm Dooms 40 Starlink Internet Satellites

“Elon Musk’s satellite internet service Starlink experienced a devastating space-weather impact last Friday when a geomagnetic storm forced “dozens” of newly launched low Earth orbit (LEO) satellites into “safe-mode” where they experienced “deorbiting” and will or already have crashed back to Earth, according to a SpaceX blog post…….

Starlink could experience more space weather events during future launches as Sunspot Cycle 25 began in 2020. This current cycle is expected to be super active and may pose a risk to satellites.”



SpaceX says up to 40 Starlink satellites lost to geomagnetic storm

“The now-defunct satellites are expected to fall back to Earth in the coming days and burn up in the atmosphere.”

Preparing for Reform in 2022

Join the Canadian Environmental Law Association (CELA) and Nature Canada for a free webinar to discuss the Canadian Environmental Protection Act (CEPA), Canada’s main environmental legislation. CEPA was the focus of a parliamentary review in 2016.

Now the Government has the opportunity to make significant reforms to the Act in this parliamentary session. The webinar will provide a legal analysis and perspectives on key amendments to CEPA outlined in Bill C-28 which was introduced in April 2021 but was stopped by the 2021 election call. BILL C-28 focuses on specific areas such as Right to a Healthy Environment and vulnerable populations, pollution prevention of toxic substances and biotechnology products. The webinar will offer an opportunity to understand the amendments proposed in Bill C-28 and what a new bill may mean for protecting Canadians and their environment from impacts of pollution and biotechnology products. Panelists will offer their thoughts on how citizens can engage in the upcoming process to amend CEPA.

Joseph Castrilli, CELA counsel and Hugh Benevides for Nature Canada will present. Q&As will follow the presentations. Fe de Leon, CELA and Mark Butler, Nature Canada will also be available for questions. Behnam Doulatyari and April Weppler, CELA will share the moderator’s role.
